Estimates include estimate date; contractor name; material quantity and description; labor duration and type; amount charged for each item; and total amount charged. Materials and labor supplied included granite; steam, heating and ventilation; marble; plumbing; gas fitting; iron work; frescoing and decorative work; plastering; scagliola; stone work; carpentry; and elevators. Certificates accompanying each estimate contain certificate date and number; contractor name; amount due; labor or material description; architect and secretary signatures to commissioners approving payment.

The Illinois General Assembly appointed seven commissioners to supervise the construction of a new State House in Springfield (1867). Construction began in 1868 but the 1870 Constitution limited construction expenditures to $3.5 million and provided that no additional appropriations could be made without approval by statewide referendum.
